Wales has its own distinct dogging following, strongest around the south coast and into the valleys, with pockets further north too.
The legal position in Wales
This isn't legal advice, but the key point is that Wales doesn't have a separate statute of its own here — the Sexual Offences Act 2003 covers England and Wales as one legal jurisdiction, so the same offences apply on both sides of the border. In short: intentionally exposing yourself with intent to cause alarm or distress, or for sexual gratification while being reckless as to whether someone's alarmed or distressed, is an offence under section 66, carrying up to 6 months on summary conviction or up to 2 years on indictment. There's also the common law offence of outraging public decency, which covers a lewd act capable of being seen by two or more people who happen to be present, whether or not it's a "public place" in the strict sense. Neither is about consenting adults meeting discreetly — both are about a member of the public who never agreed to see it being able to.
Where the scene sits
Cardiff is the main hub for Welsh dogging activity, with a genuine following further along the coast towards Swansea and up into north Wales too. The Wales hub page covers the country more broadly, and Bristol, just across the Severn, shares a fair amount of the same South West scene.
Etiquette doesn't change
The law is the detail; the etiquette is what actually keeps a meet safe and discreet, and it's the same wherever you are in the UK — consent from everyone present, genuine discretion, no approaching a parked car uninvited, no photos without separate explicit consent, and leaving a spot exactly as you found it. The full breakdown is on our dogging rules and etiquette page, and the wider UK picture is on our dogging locations page.
A safer way to arrange it
A free Swing Cities profile lets you message people in Cardiff and across Wales who are already into outdoor meets, so you know who you're meeting and what's actually been agreed before you go anywhere — a considerably better starting point than turning up somewhere and hoping.
